1. The Second Credit Card Should goto Settled Status As well. So go ahead and First Settle the Amount following the steps mentioned here - http://www.cardbhai.com/2009/01/credit-default-final-settlement-steps.html

2. After you have settled, go and open a Secured Credit Card to start re-building your credit history - http://www.cardbhai.com/2012/11/secured-credit-cards-india-build-credit-history.html

3. If your Parents or Someone is willing to GUARANTEE a loan then obtain a simple Bike Loan in YOUR NAME and pay it in 24 installments. Even this helps rebuild your credit history.

The following Steps will help one generally increase Credit Score

In order to improve and increase the CIBIL and credit score the following steps are taken
You should have a loan track
The loan EMI must be paid at right scheduled time
No cheque bounces or any out standings in the credit card payments.
If any out standings is there that should be corrected and repaid within the referred time by paying over due charges.
The credit card limit should not be exhausted or over use of limited amount.
There should be proper banking around regular period.
Always have a good credit history.

These steps are very helpful in improving the score.

Hey,

To improve your credit score you can plan to take a small loan or a credit card but with this you also need to take care that you make timely payment of those credit card and personal loan because any default can spoil your credit score.
Other than that if you have taken a credit card than you also need to have a check on your spendings which should not exceed more than usage.
