Poor Customer Care - Needs Competition

Lately CIBIL has started booking Online Credit Report but still you have to send the documentation. I had written to them asking,

...why should the consumer go through the pain of sending documents [PAN Card, Address proof] when he is requesting his report for the second time as he would have already sent them the first time. If the Address has not changed since his earlier request, CIBIL should just exempt him from sending the documents and send the Credit Report.

And the Stupid CIBIL Customer Care Writes to me After 10 Days [yes 10 Days]

With reference to your mail, we would like to inform you that the address proof submitted should not be 3 months old from the date of application and should be in your name

Identity Proof - PAN / Passport / Voter's id
(Identity proof should be valid and not expired)
Address Proof - Bank Statement / Electricity Bill / Telephone Bill
(Address proof should be not more than 3 months old from the date of application and should be in your name)

CIBIL definitely needs competition as they are very laid back in their approach, very customer unfriendly on Phone. Is the RBI listening ?
