Creditcard Latefee ,for 400RS transaction bank is asking for 79000RS

Dear Sir,
I have made a Credit card transaction of 400 rupees with deutsche bank in Aug 2007.After that i had to travel abroad and i missed the payment as there was no communication i forgot about this.

Now i applied for CIBIL report and this has impacted my score very badly and now this account is with 'INDUS IND BANK' . Currently they are saying outstanding amount is 79000.

I just wanted to understand my rights i have  now ,do i really need to pay 79,000 for transaction of 400 rupees.

any help in this regard is much much appreciated.
